Investing in innovative and cost-effective programs is the core business of the Foundation. We are proactive in looking for non-profit organizations with like-minded individuals to be our strategic partners in pioneering solutions and launching innovative programs to address the needs of identified groups and communities.
GRANT-MAKING POLICIES
TERM OF FUNDING
The Foundation generally will provide funding for a one to two-year term in order to discourage dependency on its support. Multiple-year funding may be granted in special circumstances. Grantees requesting additional funding to continue the programs will only be considered if there is a substantive improvement in the program design, expected outcomes, etc, as we believe it is important to push for continuous improvement and to avoid complacency or dependency.
MATCHING GRANTS
Where possible, the Foundation shall provide matching funds to encourage broader donor participation.
CONCERTED EFFORT
The Foundation encourages concerted effort in the grant-making process, namely grant recipients and parties concerned are encouraged to contribute as much as they can afford in money or in kind to meet the cost of the programs.
SIZE OF GRANTS
The Foundation deems that the nature and cost effectiveness of programs are most important and therefore is flexible with the size of the grants. But due to limited staff manpower, applications from Mainland China for grants less than RMB50,000 will be referred to our strategic partner, the Yixin Education Service Centre, for assessment and funding support.
TIME OF YEAR FOR REVIEW
Advisory Committee Members of the Foundation will meet twice a year to consider requests for funding at its April and October meetings.
INELIGIBLE REQUESTS
The Foundation shall not accept requests for deficit funding, or funding to cover eliminated or reduced amounts by other funding sources.
OTHER INELIGIBLE REQUESTS INCLUDE:
- Endowments, annual appeals, or federated campaigns.
- Initiatives that benefit specific individuals.
- Medical research, drug rehabilitation, elderly homes, disaster relief and specific disabilities.
- Sectarian or religious organizations whose principal activity is for the benefit of their own members or adherents.
- Organizations without at least a satellite office located within the geographic areas of focus, namely Africa, Mainland China, and Hong Kong.
- Large-scale entertainment or cultural events.
- Exclusively for capital and/or equipment expenses.
- More than one application from an organization in a funding cycle.
GRANT-MAKING FOCUS
To be effective, our Foundation seeks to discern and understand the needs of the communities we aim to serve and then choose to intervene on issues which the Foundation believes it can make a positive impact.
In the short time that we have been in operation, we have identified the following areas of focus for our grant making:
- Early Childhood Literacy - Library and Reading Programs for young students
- Basic Life Skills Training - To enhance young people in self-confidence, problem-solving abilities, leadership, teamwork, concern for others, creativity, etc.
- Social Enterprise - To solve problems through sustainable solutions.
- Non-Profit Organizations Capacity Building
GRANT-MAKING PROCEDURES
APPLICATION
In response to the invitation of the Foundation or on its own initiative, an organization shall submit a Pre-proposal Inquiry (as "PPI") either by e-mail, fax, or post. A letter confirming receipt of the PPI shall be e-mailed to the applicants from the Foundation.
After a review of the PPI is completed, selected organizations shall be invited to submit a Program Funding Application (as "PFA"). Letter of declination shall be sent to non-selected organizations via email.
After a review of the PFA is completed by the Advisory Committee, either a letter of declination or a letter of approval together with the Charitable Funding Agreement will be sent to the organizations from the Foundation. The aforesaid process normally takes about three months.

CHARITABLE FUNDING AGREEMENT
Organizations granted funds will enter into an Agreement with the Foundation acknowledging their adherence to specific policies and procedures relating to the use of grant monies, progress and evaluation reports, and changes to the initial approved program submission.
